MIIT Arranges 2026 Industrial Energy-Saving and Carbon-Reduction Diagnosis Services for Targeted Green Transition

To fully carry out the *Action Plan for Green and Low-Carbon Development of Manufacturing Industry (2025-2027)* issued by the General Office of the State Council, promote the “diagnosis + consultation” service system and improve industrial energy-saving and carbon-reduction diagnosis services, the General Office of the Ministry of Industry and Information Technology (MIIT) recently released an official notice. It fully arranges 2026 industrial energy-saving and carbon-reduction diagnosis services. This move targets key industries and key equipment accurately. It aims to keep improving energy efficiency and cutting carbon emissions steadily in industry, and add green power to high-quality manufacturing development.

Industrial Energy-Saving

This round of diagnosis services focuses on two core tasks to meet enterprises’ strong needs for energy saving and carbon reduction.

On the one hand, it focuses on carrying out energy-saving and carbon-reduction diagnosis for enterprises in key industry fields. The work will fully focus on key industry fields such as steel, electrolytic aluminum, cement, flat glass, oil refining, ethylene, synthetic ammonia, methanol, polyvinyl chloride, papermaking, printing and dyeing, computing facilities, and communication base stations. For these key high-energy-consuming and high-emission enterprises, relevant departments will coordinate to carry out energy-saving and carbon-reduction diagnosis and carbon emission accounting services. The diagnosis service will go deep into the core links of enterprises, such as production process flow, energy consumption structure and energy system optimization, and energy-carbon management system construction, to conduct a comprehensive “green physical examination”. At the same time, it will issue enterprise carbon emission accounting reports in accordance with relevant national and industrial standards, and according to the diagnosis and accounting results, tailor specific energy-saving and carbon-reduction transformation plans, clarify the transformation content, implementation path and time arrangement, and provide scientific guidance for enterprises' industrial energy conservation and carbon reduction.

On the other hand, it focuses on carrying out energy-saving and carbon-reduction diagnosis for key industrial products and equipment. In accordance with the released national standards, industrial standards and recommended group standards related to product carbon footprint, relevant departments will carry out product carbon footprint accounting services for key enterprises in the upper and lower reaches of the relevant industrial chain, and issue product carbon footprint accounting reports. On this basis, it will simultaneously carry out energy efficiency diagnosis services for key energy-consuming products and equipment, thoroughly find out the shortcomings and weaknesses in equipment operation, and put forward specific energy-saving and carbon-reduction transformation suggestions such as equipment renewal and system matching improvement, so as to promote energy conservation, carbon reduction and system optimization of the whole industrial chain.

To ensure the standardized and efficient implementation of services, MIIT will determine the 2026 industrial energy-saving and carbon-reduction diagnosis service task list through public bidding, comprehensively considering the qualification ability, technical level of service institutions and the situation of diagnosed enterprises, and give corresponding support according to the actual situation such as service content and quantity. The winning service institutions will carry out high-quality free diagnosis services and establish a full-process tracking service system of “diagnosis - suggestion - implementation - feedback”.

The notice clearly requires that the competent departments of industry and information technology in all regions should strengthen organization and coordination, focus on key points, provide precise services and seek practical results. In terms of process tracking, it is necessary to strengthen the guidance on the service process, regularly dispatch the progress of tasks, coordinate and solve the problems and difficulties encountered in the diagnosis service, and improve the quality and efficiency of the diagnosis service. In terms of result application, all regions are encouraged to guide enterprises to implement the suggestions on energy-saving and carbon-reduction diagnosis measures through existing fund channels and further implement energy-saving and carbon-reduction technological transformation. At the same time, implement the price, fiscal and tax policies conducive to energy conservation and carbon reduction, give play to the role of green finance, and support enterprises in implementing technological transformation, updating energy-using equipment, and improving the ability of energy and carbon emission accounting and management.

The full arrangement of this industrial energy-saving and carbon-reduction diagnosis service is not only an in-depth “physical examination” for key industries and enterprises, but also a key step in promoting the green and low-carbon transformation of industry. Through the combination of government guidance and market mechanism, it will effectively stimulate the endogenous motivation of enterprises to implement energy-saving and carbon-reduction technological transformation, and lay a solid foundation for building a green manufacturing system and achieving the “double carbon” goals.
